Has there never been a solution to the Habermas-Luhmann debate, the conflict between action-theoretical and system-theoretical social theory? The first version of this book provided it since 1976 under the title ‘Reflection as Social System.’ Central is the discovery of a social, practical reflection and its stage logic. This results in a view of dynamic social organisms — an ‘alternative’ systems theory of the social without alienation from acting subjects.

Today, after the publication of ‘Revolution of Democracy’ (2003), one more easily recognizes where the new reflection system theory was heading. The four stages of interpersonal reflection become not only the basis for an institutional fourfold division of parliamentarism as the heart of democracy. A typology of pre-state forms of society also emerges. The text leads into the wellspring of a contemporary social theory with a wealth of practical consequences.
